MBBS State Quota Counselling: What Are “Open” and “Closed” States?
- Open States permit non-domicile (out-of-state) eligible candidates to apply for private medical/dental seats through state counselling.
- Closed States limit private college admissions exclusively to domicile candidates, regardless of NEET scores.
Open States (Non-domicile allowed for private seats)
A total of 18 states/UTs have been designated as open (including partial openings).

- Himachal Pradesh.
- Jharkhand
- Karnataka
- Kerala
- Madhyaj Pradesh (Open from 2nd round)
- Maharstra (Open only for institutional quota)

- Uttarakhand
- Uar Pradsh
- West Bengal
- Sikkim
- Rajasthan (Openl from 2nd round).

Closed States (Only domicile candidates eligible)
The following five states are closed:
- Gujarat.
- Jammu & Kashmir.
- Odisha.
- Punjab.
- (It is likely that no private colleges) e.g., Chandigarh, Goa, Arunachal Pradesh, etc. are excluded from consideration as they do not have any private seats available.
